On June 27-28, 2019, New Delhi hosted a Paris Pact (PP) Initiative Expert Working Group meeting under the patronage of the United Nations Office on Drugs and Crime and the Ministry of Finance of India on illicit financial flows related to the production and trafficking of opiates of Afghan origin.
The meeting saw the presence of representatives of financial intelligence services, anti-drug and customs services of 16 PP countries.
The delegation of the Russian Federation comprised of the employees of the Department for New Challenges and Threats of the Russian Foreign Ministry, General Directorate for Drug Control of the Ministry of Internal Affairs of Russia, and the Office for Counteracting Money Laundering of the Federal Financial Monitoring Service.
Experts of the interdepartmental Russian delegation made presentations titled “Financial flows of selling drugs of Afghan origin” and “Routes of drug trafficking and its financial channels. Trends and risks."
The participants of the event highlighted the need to unite the efforts of all services of the states concerned in tracking financial flows coming from Afghan drug trafficking, developing information exchange, and studying “best practices” on methods for identifying shadow financial transactions.
The Russian Federation is the co-sponsor and donor of the Paris Pact Initiative, which has been the leading international mechanism for countering the production and transit of Afghan opiates and their precursors since its launch in 2003.
