"Ambassador, who passed away on the Republic Day 2017, advocated strengthening of bilateral ties with India, which he knew and loved. He had many friends across party lines and was a fluent Hindi speaker. He contributed greatly to developing of humanitarian and cultural cooperation between our two nations. He dedicated a lot of efforts to preserving the legacy of the famous Roerich family, which settled in Himachal Pradesh and celebrated the beauty of the Himalayas and the spiritual heritage of India. He was also instrumental in elevating the Russian-Indian cooperation to strategic level in 2000, during his first ambassadorial posting. We offer our deepest gratitude to the Government of Indian for commemorating the name of Alexander Kadakin who considered New Delhi his second home".
