Joint anti-terrorist exercise of the SCO member states “Xiamen-2019”

Another joint anti-terrorist exercise “Xiamen-2019” (hereinafter referred to as the Exercise) of the competent authorities of the SCO member states on identification and combating the use of the Internet for terrorist, separatist and extremist purposes was successfully held under coordination of the SCO RATS in Xiamen, People’s Republic of China on December 12, 2019.

The event was attended by the representatives of the competent authorities of the Republic of India, the Republic of Kazakhstan, the People’s Republic of China, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan.

During the Exercise, the participants worked out mechanisms for interaction between the SCO member states’ competent bodies. The purpose of these mechanisms is to identify and combat the use of the Internet, including social networks and instant messengers, for terrorist, separatist and extremist purposes of the were worked out. Participants exchanged experience in the area of establishing the identity of users who distribute terrorist, separatist and extremist materials, conducting forensic expertise of the equipment seized from these users and collecting electronic evidence.

The participants showed a high level of preparedness to work on tasks related to identifying and jointly combating the activities of foreign terrorist organizations on the Internet.

The leaders of the delegations also noted the sound arrangement of the Exercise and expressed interest in further strengthening cooperation in countering cyber terrorism.

The event was held in the “Shanghai spirit” of unity, understanding and trust.

The participants expressed gratitude to the Chinese side for the enabling working environment and traditional hospitality.
